Committee workWhen one is on a committee one often has to develop policy which must take into consideration two legitimate values which seem to be in conflict. In such case I suggest the following procedure: First, one must hierarchize the values. Second, inasmuch as both values have essential elements for the policy, one must come up with a compromise that does not nullify whatever the essential elements. In doing this, one should first try to develop consensus on the issues involve. Then, if that is not forthcoming, one needs to invoke or exercise a legitimate authority to break any stalemate.
